As part of the Managed Services
package, the client would require a minimum acceptable standard a
dedicated single point of contact to be responsible for the contract. It
is SPI Global’s intention to dedicate a phasing in team of three
personnel and a recruitment and delivery team of two. We would like to
propose that this team should be placed on site. Should the proposal be
accepted, SPI Global would provide all telecommunications, IT and other
electronic equipment in return for a suitable facility for, which would
be paid a “peppercorn” rent.

Recruitment Process
SPI
Global will provide an on-site representative who functions under the
direction of the appropriate individual(s) at the client’s
organisation.
Our
on-site representatives will have the qualifications to work closely with
recruitment/human resources professionals, hiring partners and/or
associates in evaluating and utilising temporary staff. The role of our
on-site representatives is designed to be flexible and allow the client
to take advantage of a resource that is comfortable and familiar with
guiding candidates through the interview and evaluation process.
Our
on-site representatives will become intimately familiar with each of our
practice areas. Designated qualified professional recruiters from each of
our Managed Services Division are available on an as needed basis to supplement
the on-site representatives with on and off-site support.
We
are responsible for managing the temporary staffing process for all
disciplines of candidates. This includes evaluating and presenting
qualified candidates sourced from SPI Global as well as secondary
staffing agencies.
Our
on-site representative manages the interview process and ensures that
candidates being presented have been scheduled to meet with the
appropriate hiring individual or directly placing candidates into
designated roles. In addition, the representative is responsible for
obtaining interview feedback from both the hiring party and prospective
candidates.
If
requested, our on-site representative provides the client with direct
feedback from candidates regarding the interview and presentation
process. In addition, the on-site representative's interaction with our
client offers valuable information and internal feedback, which allows us
to incorporate our understanding of the respective hiring party's working
style in the candidate screening process.

Candidate
Assessment
|
We are responsible for managing the candidate assessment process. Each
candidate whom SPI Global presents to our client has been pre-screened by
our recruitment staff and also by our on-site representative. SPI Global'
exhaustive pre-screening process includes thorough personal interviews,
evaluation of written work (where applicable), as well as verification of
credentials and references.
If SPI
Global engages a secondary staffing agency, our on-site representative
also pre-screens the prospective candidate before presenting the
candidate to our client. As explained above with respect to our own
candidates, our on-site representative puts candidates from secondary
staffing agencies through an exhaustive pre-screening process, which
includes thorough personal interviews, evaluation of written work (where
applicable), as well as verification of credentials and references.
We
utilise both on and off-line testing programmes for information
technology and administrative positions, which require skill assessment.
Tests can be designed to provide customised assessments to meet the
specific requirements of our clients. Candidates who require skill
testing will only be presented if they have completed assessment
programmes satisfactorily.

Internal
Temporary Staff Transfer
|
As
part of our programme, we will also administer the transfer process of
existing personnel to the control of SPI Global as prescribed in the
tender document. Our on-site representative will evaluate and qualify
candidates prior to transfer between recruitment organisations in order
to maintain standards.

Secondary
Staffing Agency Relationships
|
In order for our on-site programme to work most effectively and provide
the greatest cost savings it is essential that all secondary staffing
agencies work through our programme and our on-site representative.
We
are responsible for the management of secondary agencies utilised, and is
open to working with our client's current staffing vendors.
As
stated above, SPI Global screens all candidates presented by secondary
agencies and ensures that the credential and reference verification
process has been completed.
Service
agreements, which outline specifications and procedures for candidate
evaluation and assessment, in addition to legal and financial terms, will
be in place with secondary agencies utilised. Service agreements are
available for client review.
We
provide consolidated billing for all staffing services and agencies
utilised. Pursuant to our service agreements, SPI Global is responsible
for payments to secondary agencies for services rendered.
We
have designed the compensation structure for our on-site recruiters to
provide them with incentives to successfully place the best candidates
regardless of their referral source. On-site representatives are paid
above market base compensation and are included in an incentive bonus
programme which gives equal weight to all candidates placed.

Structure

We designed our On-Site Recruitment Programme to improve the quality and
reduce the costs of our clients' recruitment and staffing process.
SPI
Global provides an on-site representative at no cost. We provide the
entire compensation package including benefits for this person.
Outsourcing this function will help reduce headcount/contract employee
costs.
The
role of the on-site representative is to manage the recruitment process.
Unless authorised, the on-site representative and SPI Global are not
responsible for compensation determinations, creation of offer letters,
and completion of client internal hiring procedures.
Our
client is responsible for providing adequate working facilities for the
on-site recruiters, including direct telephone extension, email address
and access.

Substantive
or Administrative Supervision
|
SPI
Global can also provide supervisory services, which range from collection
of temporary staff time sheets and payroll information to substantive
reviews of project work performed by paralegal and administrative
temporary staff.
|
Other
Services
|
We provide (at no cost) consulting services regarding the recruiting
process and budgets for specific projects and/or potential new employees.
Clients
have the option to have us conduct and co-ordinate recruiting open house
events, which include collection of resumes, initial interviews, skills
testing and candidate screening.
In
addition, clients have the option, based on availability, to utilise our
Manchester head office for interviewing, candidate open houses or other
recruiting events as well as for project-specific training.
